SUPERINTENDENT'S REPORT TO THE BOARD

ACTION ITEMS

A.   PERSONNEL

1.  Co-curriculum Appointments                                                                                                           

The Superintendent recommends the persons shown on schedule A, highlighted in yellow,
be appointed to the listed co-curriculum/athletic coaching positions at the stipends shown
for the 2021-2022 school year and are paid for time served in the positions.  
Approval is recommended.



2.  Resolution for Emergency Hiring           Nothing to Report     

We are now required to submit each month to the County Education Office a list of persons we have
hired that have not yet received final approval of their criminal history check.  The Superintendent
recommends approval of the resolution shown on schedule B that lists those persons and the positions
to which they have been appointed.



3.  Appointment: Per Diem Substitute

The persons listed on SCHEDULE C are recommended for employment as per diem substitute staff
for the 2020-2021 school year, pending completion of all pre-employment requirements. Certificates
held and compensation rates are also shown.  Approval is recommended.




4.  Approval: Professional Development/School Business Requests   

The Superintendent recommends approval of the Professional Development/School Business
requests shown on schedule D.  Details of these requests and costs to the district are shown 
on the schedule.




5.   Appointment: Student Voice Professional Development             

The Superintendent recommends Board of Education approval for the employees on the attached
schedule to be appointed Student Voice Professional Development. Details are shown on schedule H.  




6.   Appointment: Timber Creek, Highland Committees               

The Superintendent recommends Board of Education approval for the employees on the attached
schedule to be appointed as the Wellness, Restorative Practice and Academic Enhancement
Committee members.  Details are shown on schedule J.  

 

 

7.  Approval: FMLA & Medical Leave of Absence

The Superintendent recommends the Board of Education approve the leave of absence for the
following employees:

#1991, has requested a medical leave of absence beginning October 27, 2021, through
November 3, 2021, using sick time. Anticipated return to work November 8, 2021.

#1561, has requested a medical leave of absence beginning October 20, 2021, through
October 29, 2021, using sick time.  Anticipated return to work November 1, 2021.

#1969, has requested a medical leave of absence beginning February 12, 2022, through
May 30, 2022, using sick time then unpaid.  Anticipated return to work May 31, 2022.

#7467, has requested intermittent FMLA effective immediately, unpaid.

#0874, has requested a FMLA extension unpaid until January 2, 2022.  Anticipated
return to work January 3, 2022.



8.  Approval:  Payment for Summer WIDA Model Testing for Incoming Students

The Superintendent recommends Board of Education approval of the payment for teachers to receive
payment for Summer WIDA Model Testing for incoming students.   Details are shown on schedule K. 
 


9.   Appointment: After School Literacy Café and Online Literacy Tutoring               

The Superintendent recommends Board of Education approval for the employees on the attached
schedule to be appointed for the After School Literacy Café and Online Literacy Tutoring.  Details
are shown on schedule L.  



10.  Approval Resignation

T. Kaisinger,
a Special Education Aide at Timber Creek High School, has submitted a letter of resignation,
to be effective October 15, 2021. The Superintendent recommends acceptance of the resignation.

C. Strain, a General Cafeteria worker at Highland High School, has submitted a letter of resignation,
to be effective October 7, 2021. The Superintendent recommends acceptance of the resignation.

T. Domeracki, a Custodian at Highland High School, has submitted a letter of resignation,
to be effective October 15, 2021. The Superintendent recommends acceptance of the resignation.

T. Lim, a Custodian at Highland High School, has submitted a letter of resignation,
to be effective October 22, 2021. The Superintendent recommends acceptance of the resignation.

N. Branca, a General Cafeteria worker at Highland High School, has submitted a letter of resignation,
to be effective October 15, 2021. The Superintendent recommends acceptance of the resignation.



11.  Appointment: Support Staff

The Superintendent recommends the appointment of the new hire for the 2021-2022 school year.
Details of the assignment and salary are shown on schedule M.




12.  Appointment: Title I Building Coordinators               

The Superintendent recommends Board of Education approval for the employees on the attached
schedule to be appointed as the Title I Building Coordinators. Details are shown on schedule N.  



13.  Tuition Reimbursement

The staff members listed on SCHEDULE X have complied with the conditions outlined in the agreement
between the Board of Education and BHPEA for the school year 2020-2021. In accordance with the
agreement, payment shall be made within fifteen days of the date of Board approval. Approval is
recommended. Details are shown on schedule O.
 


14.  Appointment: Revised Game Security, Ticket Sellers & Game Timers

The Superintendent recommends the appointment of the Triton High School employees on the
attached schedule as Game Security, Ticket Seller and Game Timer for sporting and activity
events for the 2021-2022 school year. Details of the assignment and salary are shown on
schedule P.
 


15.  Appointment: Online Math Tutor               

The Superintendent recommends Board of Education approval for the employee on the attached
schedule to be appointed as an Online Math Tutor after school hours. Details are shown on schedule Q.  



16.  Appointment: Math Tutors               

The Superintendent recommends Board of Education approval for the employee on the attached
schedule to be appointed as Math Tutors during school hours. Details are shown on schedule R.  



17.  Appointment: After School Math Empower Hour               

The Superintendent recommends Board of Education approval for the employee on the attached
schedule to be appointed for the After School Math Empower Hour.  Details are shown on
schedule S.   


18.  Rescind Appointment: Support Staff               

The Superintendent recommends Board of Education approve to rescind the appointment of P. Cortes,
custodian for the Black Horse Pike Regional School District.


19.  Appointment: Revised Assistant Athletic Director

The Superintendent recommends Board of Education approval for the appointment of the employee
listed on the attached schedule as Assistant Athletic Director for the 2021-2022 school year. 
Details are shown on schedule U.
 


20.  Appointment: Perkins Grant Positions

The Superintendent recommends the appointment of the employees on the attached schedule for
the Perkins Grant positions for the 2021-2022 school year. Details are shown on schedule Z.



21.  Reduction in Force

The Superintendent recommends Board of Education approve the reduction in force.  Details are
shown on schedule AA.



22.  Transfer-Professional Staff (Voluntary & Involuntary)

The Superintendent recommends Board of Education approval of the voluntary and involuntary
transfers for Triton, Highland and Timber Creek support staff, effective September 1, 2014, as listed
on schedule BB.
 



23.  Appointment: After School Programs Cafeteria Supervision           

The Superintendent recommends Board of Education approval for the employees on the attached
schedule to be appointed as part-time cafeteria supervision for the after school programs. Details
are shown on schedule DD.  



24.  Appointment: Title II Equity & Empathy Professional Development               

The Superintendent recommends Board of Education approval for the employees on the attached
schedule to be appointed for Title II Equity & Empathy Professional Development. Details are shown on
schedule EE.  



25.  Appointment: Title II Equity & Empathy Professional Development Coordinators               

The Superintendent recommends Board of Education approval for the employees on the attached
schedule to be appointed for Title II Equity & Empathy Professional Development Coordinators.
Details are shown on schedule FF.  



26.  Appointment: Title III – ELL Positions            

The Superintendent recommends Board of Education approval for the employees on the attached
schedule to be appointed for the Title III ELL positions. Details are shown on schedule GG.  



27.  Appointment: Sign-In Desk Coverage

The Superintendent recommends Board of Education approval for the employees on the attached
schedule to be appointed for the Sign-In Desk Coverages.  Details are shown on schedule HH

 

28.  Approval: Secretarial Training Corp Workshops

The Superintendent recommends Board of Education approval for the employees on the attached
schedule to be appointed for the Secretarial Training Corp Workshops. Details are shown on
schedule II.  



29.  Approval: AP Professional Day Presenters

The Superintendent recommends Board of Education approval of the payment for the
AP Professional Day Presenters. Details are shown on schedule KK. 
 


30.  Approval: Change in Assignment

The Superintendent recommends Board of Education approval of the change in assignment for the
individual listed on the schedule for the 2021-2022 school year. 
Details are shown on schedule MM.
 


31Appointment: District Professional Services 2021-2022

The Superintendent recommends Board of Education approve the appointment of the Registration,
Enrollment, and McKinney Vento/Homeless Specialist for the 2021-2022 school year. Details are shown
on schedule NN.
 

32.  Approval: Retirement Professional Staff

Mr. F. Torcasio, a Vice Principal/Athletic Director at Timber Creek High School has submitted a letter
to the Board of Education indicating he will retire January 1, 2022.  Mr. Torcasio has been an employee
of the district for fourteen and ½ years. The Superintendent recommends acceptance of this resignation,
for the purpose of retirement, with regret.

Mr. W. Wright, Sr., a Foreman at Triton High School has submitted a letter to the Board of Education
indicating he will retire January 1, 2022.  Mr. Wright, Sr. has been an employee of the district for twenty
one years. The Superintendent recommends acceptance of this resignation, for the purpose of retirement,
with regret.


33.  Approval: Wellness Champion ESSER Funding

The Superintendent recommends Board of Education approval of the payment for Wellness
Champion ESSER Funding. Details are shown on schedule OO. 
 





B.   ATHLETICS


1.  2022-2023 Tri County Conference Proposed Budget and Ticket Prices

The Superintendent recommends approval of the 2022-2023 Tri County Conference
proposed budget and ticket prices.  Details are shown on the attached schedule V. 
   


2. Approval: Winter Sports Schedule 2021-2022                   

The Board of Education approval is requested to accept the 2021-2022 Highland, Triton and
Timber Creek Winter Sports schedule.  Details are shown on schedule Y.
 


3.  Approval: Overnight Field Trips

The Superintendent recommends Board of Education approval of any overnight field trips due
to tournament participation for the 2021-2022 school year.

H.     MISCELLANEOUS

1. Special Education - Out of District Placements 2021-2022     

For the school year 2021-2022, the Child Study Team has placed the classified students listed
on SCHEDULE E in special education institutions believed to be the best staffed and equipped
to deal with the specific learning disabilities identified for these students.  Acknowledgement of
the Board of Education for these placements is requested.
 


2.  Harassment Intimidation & Bullying (HIB) Investigations    

Be it resolved that the Black Horse Pike Regional School District Board of Education acknowledges
that the HIB investigations were presented within the Executive Session portion of the October 21, 2021  
Board of Education Meeting by the Superintendent of Schools and the District Anti-Bullying Coordinator.  
Details are shown on schedule F.
 

Be it resolved that the Black Horse Pike Regional School District Board of Education approves 
the results of the HIB Investigations that were presented and acknowledged within Executive
Session portion of the September 16, 2021 Board of Education Meeting by the Superintendent 
of Schools and the District Anti-Bullying Coordinator.  Details are shown on the attached schedule.
 


3. Approval: Volunteer Clubs

The Superintendent recommends Board of Education approval for the volunteer clubs listed
on the attached schedule.  Details are shown on schedule I.


4. Approval: Job Descriptions

The Superintendent recommends Board of Education approval of the Student Database Support
Specialist and Special Education Aide job descriptions. Details are shown on schedule T.
 


5. Approval: Nursing Services Plan 2021-2022

The Superintendent recommends Board of Education approve the Nursing Services Plan for the 2021-2022
school year.  Details are shown on schedule W.
 


6.  Acknowledgement: Merit Goals

The Superintendent recommends the Board of Education acknowledge that the Superintendent
Merit Goals for the 2021-2022 have been approved by the County Superintendent.  Details are
shown on the attached schedule X.
 


7. Approval: Triton Fundraisers

The Superintendent recommends Board of Education approval of the Triton Fundraisers listed
on the attached schedule CC.
 


8. Acknowledgement: 2020-2021 HIB School Self-Assessment Report 

The Superintendent requests acknowledgement of the Board of Education in reference to
the 2020-2021 HIB School Self-Assessment Report for Highland, Triton, and Timber Creek
High Schools.  Details are shown on the JJ.



9. Approval: Safe Reopening Plan and Remote Learning Plan

The Superintendent recommends Board of Education approval of the Safe Reopening Plan and
Remote Learning Plan.  Details are shown on the attached schedule LL
 


10. Approval: Girl’s Fitness Club

The Superintendent requests Board of Education approval for the Girl’s Fitness Club
